You need to draft the pattern piece using graph/gridded paper, or, as I did, just free-hand it based on the given measurements. I did end up with a pattern piece measuring the specified 13 x 18 inches, and it was way too big for my 6 year old. I ended up shaving another inch at least off the seams through the crown of the head. Given how too-big it was through the head, I was surprised the neck opening was so small. But it does fit. I sewed the darts with my sewing machine, but the two pieces together with my serger, so did not clip curves as recommended. I hemmed the face opening and neck opening with a zig-zag stitch, but you could use any number of other methods, even binding or FOE to finish the openings.
