You need to draft the pattern piece using graph/gridded paper, or, as I did, just free-hand it based on the given measurements. I did end up with a pattern piece measuring the specified 13 x 18 inches, and it was way too big for my 6 year old. I ended up shaving another inch at least off the seams through the crown of the head. Given how too-big it was through the head, I was surprised the neck opening was so small. But it does fit. After these adjustments were made, the sewing was easy, the fit is good, and my kid is thrilled. SNS link here. I sewed the darts with my sewing machine, but the two pieces together with my serger, so did not clip curves as recommended. I hemmed the face opening and neck opening with a zig-zag stitch, but you could use any number of other methods, even binding or FOE to finish the openings.
