I ended up having to add a little extra length before putting on the ruffles as I wanted them to be long pants, not capris.

I cut the ruffle double the length and folded it in half, wrongs side together, then attached. I didn't have to hem a narrow hem that way and it would look nice if it flipped upwards. Since my fabric was on the thinner side, that worked okay.
